Whitby Town Council Finalizes 2026 Municipal Budget

Whitby Town Council has finalized the 2026 municipal budget, which includes a tax increase to fund town services and capital projects.

The budget results in a 3.44% increase to the Town’s portion of the budget. For residential taxpayers, this is an estimated 1.2% increase on the total property tax bill for Town services. The Town estimates this represents an increase of approximately 21 cents per day for an average household.

The increase will fund the delivery of core municipal services such as:

  • Waste collection
  • Snow clearing
  • Parks maintenance
  • Fire services

It also allocates funding for projects outlined in the Community Strategic Plan.

The approved financial plan includes a $198 million operating budget for day-to-day services and a $62 million capital budget for infrastructure investments.

Key Capital Investments for 2026 Include:

  • Continued construction on the Whitby Sports Complex, Mid-Block Arterial Roadway, and Columbus Road
  • Construction of a new Fire Hall in West Whitby and the hiring of 20 new firefighters
  • Playground equipment replacement and accessibility improvements at Divine and Folkstone Parks
  • Waterfront improvements around Shirley Scott Park
  • New traffic safety measures, including pedestrian crossings and signal replacements
  • Road maintenance, resurfacing, and reconstruction
